They sell them precisely because on a shared server you cannot install a full ssl cert on a website using the servers' shared ip address.

The dns addresses are not changed by moving to a dedicated ip address.

Yes, if you type in http://xxx.xxx.xxx.xxx (dedicated ip address) then you'd go to the website and not to the server landing page.

I'm not sure if having a dedicated ip address is good for SEO, but it certainly cannot harm - and having your own full ssl cert is definitely good for reassuring customers. Also the https pages should load quicker as that site is the only one using that certificate (not the case with shared ssl).
