It does work. I use it on my sites.

Add a user (e.g. user1). Then add an email alias. In the alias box type the username (user1) and in the forward to box select the user account (again user1). Then in the Forward to (outside of domain) box type the email address (comma separated if more than one). Save and job done.

You can also copy the email to multiple aliases by holding the control key and selecting the values in the list box.
