The billing system you mention is the one we (UH) will be using to bill our clients, and is based on WHMCS.

Reseller and dedicated server control panels are the same. However a dedicated server gives you "root" priveleges on the server which are needed to automate things using WHMCS. As a reseller you still share the server your on with other resellers, so have a lower set of priveleges for security reasons, hence no automation.

Yes you can park domains no problem at all.
