Hard limits on disk quotas play an important part in keeping the servers online and responding normally. Bandwidth can go over the quotas and have no negative affect on the server, if however just a few sites went over their disk quotas and caused the server to run out of diskspace then you end up with a crashed server and a nightmare to try and get things back and running.
