This'll probably be the year I finally get my Mini converted to unleaded. It's got to the point where I have to make a choice between keeping it authentic or being able to drive it. But that kinda highlights my point too, leaded petrol was (and still is being) phased out. It's taken many years and it'll take a few more before the last few petrol stations who supply it to classic car owners stop selling it completely, if that ever happens.
In the early days of unleaded, artificial price differentials were used to persuade consumers and manufacturers to adopt unleaded. Car tax based on CO2 emissions is exactly the same principle.
